Sheff Wed Deals with Serious Challenges, Declares Football Regulator

'Our role is integral to football's future' - independent football regulator the regulator's chair

The team's current difficulties constitute a "significant problem" and the football regulator is looking to gain the ability to examine team situations in similar circumstances, the recently named head the official has stated.

Through a comprehensive talk, the chairman, who was named to the position this week, showed understanding towards supporters of the Owls.

The regulator engaged with four supporters' associations representing the football team this week.

The Championship side have been experiencing difficulties in multiple areas in this season, with the club failing to pay players on time on five separate occasions, including in the autumn.

"Evidently Wednesday represents a serious issue for football authorities and a substantial concern for English football," Kogan told.

"Sheffield Wednesday is one of the historic institutions for the English game and in recent days we have met fan representatives.

"We are seeking authority... which will allow us to have Sheffield Wednesday - and other clubs brought to our attention if they warrant scrutiny and dealt with."

Financial Struggles and Proprietorship Status

Wednesday's embattled owner the Thai businessman stated during the off-season he would be prepared to relinquish control at Hillsborough, but he has been unable to finalize an agreement with interested parties.

Missed wage deadlines on time in earlier this year resulted in restrictions being imposed by the football authorities in summer, stopping Wednesday from completing any player acquisitions for the next three transfer windows, although that restriction was lifted in August.

Official's Viewpoint

The regulator explained: "Our role exists to serve the fans of Sheffield Wednesday, teams facing challenges where fans are dedicated to a local institution that has represented their community in many cases.

"I fully appreciate the club's situation, as I do for every team that in modern times have encountered failure, or been close to going to the wall, for causes separate from the followers."

When asked if the authority might compel an owner to sell a club if they are judged inappropriate, Kogan said: "If your question is 'would we intervene in the final instance?', the reply is once we gather the evidence and know what's going on, we will."

But the regulator clarified that forcing owners to sell clubs would be viewed as the ultimate measure and the authority would rather to collaborate with owners.

"The final option we would consider is commence engagement with an individual club, an specific proprietor, without having the opportunity to collaborate with that chairman to fix the problems affecting the organization and the chairman's encountering," Kogan said.

"However, realistically, when you look back over the history of the game, over the last 20 or 30 years there have been some owners, few in number, but some who have been irresponsible in the manner they have operated their teams and eventually refuse to accept accountability for the future."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged representatives from 110 clubs to detail the scope of the regulator on Wednesday and stated it constituted a "progressive gathering" with a "substantial involvement" from the lower divisions to the top flight.

"This position carries substantial significance, because if we get it wrong, if the sport makes errors, the significant advances achieved might evaporate incredibly quickly," the regulator warned.

"Such an outcome is universally undesirable in the context of the English game is a major achievement - we must maintain momentum.

"Substantial financial resources entering the sport and has been channeled for the past two decades, because there's no guarantee it will continue to come into football, which is part of the rationale behind I think we have to adopt a precise perspective on risk and of course, of the immediate future."

Top Flight Apprehensions

Top flight officials resisted the formation of an authority because of concerns about detrimental effects on the elite division's competitive balance, but Kogan said: "I completely endorse the prosperity and expansion as an commercial operation of the elite league.

"Being fully aware of the concern of undermining the Premier League as a premium product of England. But at the same time, if you talk to the Premier League after this week's discussion, they would have had a substantial amount of confidence -and, indeed, they have been telling us in private they have a high level of reassurance."

Political Connections

Kogan is still facing a "thorough examination" by the Commissioner for Public Appointments after he disclosed making donations to the political party in 2020.

The chairman contributed funds to Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the current Prime Minister.

"I've been completely open about my former ideological connection [with Labour], and that party membership ceased the day the official body endorsed my nomination," Kogan said.

"I am presently disconnected from any type of partisan engagement."
