19 of Daniil Medvedev's 21 victories have been won on hard surfaces
A comeback Medvedev won his initial title for nearly 30 months with victory over opponent Moutet in the tournament title decider.
The Russian, a ex- number one, has endured a difficult year, achieving just a single victory at the big events and suffering a setback at the American major.
The player's inconsistency on the tennis tour - and struggles with his serve in especial - caused him exiting of the world's top 10 and finally parting ways with long-term trainer Cervara.
Now training with Johansson and his other coach, he has gradually advanced in the recent weeks - climaxing in a tightly fought three-set win over Frenchman Moutet.
This marks Medvedev's first title following the Italian tournament and first on a hard surface after March of the previous year.
The win also signifies he has achieved twenty-one titles at twenty-one distinct events.
"For the first time I am participating in a competition with my two daughters together, so to secure a championship is especially meaningful," commented ranked player Medvedev.
"This championship is in honour of my younger daughter her name, because the maiden victory I won when my child my daughter was delivered was for her."
Medvedev, the past champion, had been defeated in his last six title deciders, comprising in that event in the past months.
His retrieving play style and frequent emotional displays on the tennis court had led some to question if his ability to play at the top level was concluded.
Yet the player has altered his approach in recent weeks, striving to advance forward and perform assertively, backed up by an improved serving game.
The champion fought back from a disadvantage in the initial set against the tricky Moutet, taking 4 of the final five games to gain the advantage.
Both players exchanged breaks in the following set before Moutet, striving for his first ATP Tour title, took control to force a decider.
He rescued four early opportunities in a close third set before Medvedev broke to fifteen to serve for the match.
Appropriately, he earned the title with a point at the front of the court, with his opponent failing to control a shot after two hours and 38 minutes.
